These are Abington, Amherst, Boston, Braintree, Brockton, Chelsea, Fall River, Fitchburg, Greenfield, Haverhill, Holyoke, Lowell, Lynn, Mansfield, Monson, New Bedford, North Adams, Pittsfield, Quincy, Randolph, Revere, Southbridge, Spencer, Springfield, Taunton, Walpole, Wareham, West Springfield and Worcester.

This helped the state to bring up the state law up to the federal standards and bring it to the same level as the Farm Bill of 2014 that already effectively has legalised the industrial hemp industry.

But then in June 2019, Massachusetts regulators outlawed the sale of products that contain hemp derived cannabidiol with higher than 0.3% THC which effectively brought this emerging market to its knees. This was due to the fact that law enforcement officers from the police department found four parcels of CBD products with higher than the prescribed 0.3% legally allowed level of THC. Investigators also went to extreme lengths and obtained a search warrant for the office of the attorney, which is a highly unusual move.
